Edited in PSE 8: Began with a Clean Edit, cropped, and increased Saturation of the Chalkboard only.

Clean Edit including Unsharp Mask and High Pass Filter (applied over in focus text only-by using 100% brush on Layer mask to remove from remainder of photo).  Curves adjustment.  Kim Klassan Drop Cloth texture at 20%.

The photo below is a crop of the one above with the same edit.  However, I added a gradient layer at 20% prior to applying Kim's Drop Cloth texture.
